Shortly after Assembly Speaker Sheldon Silver was indicted on Federal corruption charges, forcing him to relinquish his leadership post, Governor Cuomo issued a five-point ethics plan and said he would not sign a budget that didn’t contain it.
Now, the Senate Democratic Conference has issued its own plan, with 12 points. Some of them parallel Mr. Cuomo’s and others address loopholes and other problem areas that he did not.
