The city jail system’s new policies look good on paper, said a recent Federal monitor’s report on violence at Rikers Island, but “serious and problematic issues involving staff use of force continue in an unabated fashion.”
“Fully resolving the complex issues surrounding the improper use of force and inmate violence simply cannot be achieved during the 20 months that have elapsed since [the consent agreement took effect], and significant work remains,” said a team of correction experts overseeing the implementation of an agreement in Nunez v. City of New York aimed at reducing jail violence.
