Ethics Board Exonerates Alleged Sex Harasser

The Joint Commission on Public Ethics has cleared a former state economic-development official of allegations that he had sexually abused a state employee, but the decision drew a torrent of criticism over how fair and competent the commission actually was.

Lisa Marie Cater filed a lawsuit last November claiming that Samuel B. Hoyt, then regional president of the State Economic Development Corporation in Buffalo, “had harassed her, sexually assaulted her and threatened her continued employment with the state,” according to a letter from JCOPE released June 10 by Mr. Hoyt’s attorney.
