As a civil-rights lawyer, Richard Emery has spent 40 years suing cops. Now he is Chairman of the Civilian Complaint Review Board, the city agency that investigates complaints against officers accused of excessive force, abuse of authority and discourtesy.
“Over the past 20 years, CCRB has been a toothless entity, mired in its own malaise,” he said in a Jan. 22 interview at his law office overlooking Fifth Ave. where he has worked out settlements including $33 million from the city in 2010 for illegally strip-searching people arrested for misdemeanors.
