Closing down Rikers Island will not be a cure-all for the serious systemic problems that continue to plague the city jail system, Investigation Commissioner Mark G. Peters told a City Council hearing March 26.
“What I can say as a matter of fact is that the simple closing of Rikers and the moving to localized facilities in and of itself” would “not have any impact on violence, contraband and the related problems,” Mr. Peters told the Council Committee on Oversight and Investigations.
