Police Commissioner William J. Bratton promoted 245 uniformed officers, including a Deputy Chief, and 140 civilians in ceremonies at Police Headquarters May 2.
Thomas J. Burns, commander of the Employee Relations Section, was promoted to Deputy Chief. He joined the Housing Police Department in January 1985, 10 years before it was merged into the NYPD. Mr. Burns has also served as executive officer of the Employee Relations Section and of the 60th and 68th precincts.
