The backing of Teacher and transit unions and liberal groups wasn’t enough to give Jesus Garcia, a candidate for Mayor of Chicago, enough votes to topple incumbent Rahm Emanuel, who received 56 percent of the votes cast in the April 7 runoff election.
After his unexpectedly good showing in a Feb. 24 five-candidate ballot, Mr. Garcia, known as “Chuy,” quickly took the reins of the progressive opposition to Mr. Emanuel’s education and economic policies that prompted critics to refer to him as “Mayor 1 Percent.”
