One effect of the Democratic takeover of the State Senate is that the Three Men in a Room who control how legislation and budgets are passed are likely to become the Two Men and One Woman in a Room.
Andrea Stewart-Cousins, the Westchester legislator who is head of the Senate Democratic Conference, is virtually assured the new Senate Majority Leader. She will join Governor Cuomo and Assembly Speaker Carl Heastie in that fabled room.
