Mayor de Blasio followed up his announcement of a plan to reduce marijuana arrests by indicating last week that he would have the NYPD order officers to issue summonses rather than handcuffing those who smoke pot in public.
Mr. de Blasio said in a speech in Washington May 15 that within 30 days the Police Department would overhaul its policies for enforcing marijuana laws.
