One day after an association of District Attorneys said Governor Cuomo’s designation of Attorney General Eric Schneiderman as special prosecutor in some police-shooting cases “will harm the cause of justice,” Mr. Schneiderman sent out a directive answering jurisdictional questions raised by the DAs.
Mr. Cuomo issued an executive order July 8 allowing Mr. Schneiderman to take charge of cases where police kill a suspect who was or might have been unarmed. The decision followed the failure of the Governor and the State Legislature to agree on changes to the grand-jury system in such cases.
