Cuomo Secures Ethics Overhaul Under Budget Deal with Lawmakers

Governor Cuomo and legislative leaders reached agreement on a budget March 29, meaning a fifth on-time budget for Mr. Cuomo, after he dropped a number of initiatives that he proposed in January.

Some of his proposals that fell out on the way to a deal included a raise in the minimum wage; the Dream Act, which would make children of illegal immigrants eligible for state tuition aid and was paired with an also-scrapped tax credit for donations to public and private schools; a tax credit to defray the sting of high local property taxes; a plan to make grand-jury deliberations more transparent after the public furor in the Eric Garner case; and new policies on sexual assault on college and university campuses.
