Governor Cuomo added to his budget proposal Feb. 12 a new, voluntary payroll tax and two “charitable” funds aimed at protecting New Yorkers facing large increases in their Federal tax bill under a law that sharply limits the deductibility of state taxes.
“With these reforms to our tax code, we are doing everything we can to protect the rights and wallets of families across New York,” he said in a statement.
