Nine years after Mayor Michael Bloomberg’s proposal for congestion pricing went down in flames, Governor Cuomo has indicated support for a plan to charge people extra to drive into the most-crowded areas of Manhattan.
“Congestion pricing is an idea whose time has come,” Mr. Cuomo told the New York Times in a story published Aug. 13.
