After 18 correction officers were injured Oct. 7 restraining 16- and 17-year-old offenders at Horizon Juvenile Center following a series of other incidents, Governor Cuomo announced that the COs would temporarily be allowed to use chemical spray on the adolescents.
Though about 40 percent of incidents were resolved using chemical spray at Rikers, its use on adolescent offenders in Horizon, which is run jointly by the Department of Correction and the Administration for Children’s Services, was prohibited by the state Office of Children and Family Services.
