Governor Cuomo’s preliminary budget has both good news and bad news for the state’s management-confidential employees.
The good news is it finally provides for payment of 7 percent in salary increases that were withheld in fiscal 2009 and 2010 by then-Gov. David Paterson, who said the financially-strapped state could not afford them.
