Court Panel: Police-Camera Footage Is Public Record

A state court panel has ruled that police body-camera-worn footage is a public record, dealing a blow to the Police Benevolent Association, which had argued that the footage constituted a personnel record covered under a state civil-rights law and thus could not be released without a court order or relevant officers’ consent.

The ruling, issued Feb. 19 by the Appellate Division’s First Judicial Department, clears the way for the release of footage documenting officer-involved shootings and other police action.
