Responding to a Department of Investigation report that found shortcomings in the NYPD’s Special Victims Division, the City Council Oct. 31 passed a package of bills to improve training for all officers as well as SVD investigators, and to require the Police Department to report regularly on the unit’s staffing.
Passage came the same week that Police Commissioner James P. O’Neill issued a formal apology to a woman whose report that she was raped in Prospect Park in 1994 was undercut by police sources and a Daily News columnist.
