Council Justice-Reform Bills Won’t Remove Criminal Penalties

A package of bills unveiled last week by City Council leaders who had floated the idea of decriminalizing quality-of-life offenses such as public drinking and violating park rules actually wouldn’t go that far.

The package, called the Criminal Justice Reform Act, does not remove criminal penalties for such offenses but rather sets up a parallel system of justice that allows them to be brought to an administrative tribunal rather than the criminal courts—at the discretion of the NYPD.
