Council Investigations Chair: Mayor Being Disingenuous on HA

Mayor de Blasio may have tried to spin the consent decree that will require the city to invest at least $1.2 billion in the Housing Authority to end a Federal probe of the agency’s non-compliance with lead-paint laws as a positive step forward, but City Council Member Ritchie Torres was thoroughly unconvinced.

“This was essentially signed at gunpoint,” he said.
