Although it says progress is unlikely without cooperation between the city and municipal unions, a report on civil-service reform recommends consideration of changes in rules for testing, hiring and promotions that have been criticized by labor.
The report, prepared by the Robert F. Wagner Graduate School of Public Service at New York University for the nonprofit group Citizens Union, is dated April 2012 but has never been released. It was obtained last week by THE CHIEF-LEADER.
