Taking the fight to reform Rikers Island out of the jails, Mayor de Blasio and State Chief Judge Jonathan Lippman announced steps last week to cut down on incarceration by speeding up prosecutions and streamlining the summons process.
Moving cases through the criminal-justice system more quickly will reduce the average daily population in the jails, the pair said in a joint announcement April 14. Just 5 percent of all defendants who left Rikers last year filled 44 percent of the beds because each spent more than 270 days awaiting trial.
