Police Commissioner William J. Bratton promoted 136 uniformed officers and 54 civilian employees in ceremonies March 27 at Police Headquarters. Those promoted included two Chiefs, two Inspectors and two senior civilians in the Office of the Deputy Commissioner for Information Technology,
Steven M. Powers, commander of Patrol Borough Brooklyn South, was promoted to Assistant Chief. He joined the department in January 1981. Other units he commanded include the 103rd and 112th precincts, Transit District 2, Narcotics Borough Brooklyn North and Narcotics Borough Bronx.
