The Absent Teacher Reserve pool will cost $136 million this school year, according to a report by the Citizens Budget Commission, which recommended eliminating the pool—but the Teachers’ union and an educator who was previously an ATR questioned that suggestion.
As the size of the pool has increased, so have costs. There were 788 ATR Teachers at the start of the 2006 school year, which grew to 1,202 employees at the beginning of this school year. The average Teacher in the reserve has 18 years of experience, and a $98,126 salary, greater than the average Teacher’s $84,108 pay.
