Police Commissioner William J. Bratton issued a ringing defense of “broken windows” policing April 30 but at the same time conceded that not every violation has to result in an arrest or a summons.
In a report issued under his name and a speech at the new Police Academy in Queens, Mr. Bratton credited “broken windows” more than any other factor for the dramatic drops in crime in the city since the early 1990s.
