The first two articles in the Guardian were great, said Police Commissioner William J. Bratton. It was the third one, by a different reporter, that caused the problem.
That story in the Britain-based newspaper talked about the NYPD’s difficulties in hiring black police officers. It brought a flood of criticism down on Mr. Bratton’s head from black leaders. The situation wasn’t helped by the headline on the online version of the story: “NYPD chief Bratton says hiring black officers is difficult: ‘So many have spent time in jail.’”
