Mayor de Blasio and his Police Commissioner, William J. Bratton, last week disagreed on whether the City Council was doing the right thing or trying to hogtie cops and undercut their authority.
Mr. Bratton, at a Citizens Budget Commission breakfast Nov. 17, criticized the Council for considering legislation relating to the NYPD that he said encroached on his authority.
