‘ATM’ Out of Service As HRA Fraud Gets Scammer 63-Month Jail Term

In July 2009, Akim Murray, a then-employee of the Human Resources Administration’s Medicaid Reimbursement Unit, used a loophole in the agency’s computer system to send a check to someone who had never qualified for the reimbursement, according to Federal prosecutors.

Over the following 13 months, he mailed out “dozens” more to friends and partners, telling them to cash what amounted to more than $1.3 million in checks and to give him 50 to 70 percent of the proceeds.
