Police Commissioner William J. Bratton promoted 128 uniformed and 80 civilian employees April 27 in ceremonies at Police Headquarters.
Franklin Sepulveda was designated Deputy Director, Field Operations, Traffic Enforcement District (Administrative Traffic Enforcement Agent/Managerial Level III). He was hired in 1981 by the Department of Transportation as a Traffic Enforcement Agent. When DOT’s Enforcement Division was incorporated into the NYPD in 1996, he became a Traffic Manager. He oversees citywide TED field operations, including parking enforcement, towing, and response to both special events and emergencies. With this promotion, he will add to his duties supervision of the TED’s participation in the Vision Zero initiative and coordination of TED’s fleet.
