On the surface, it might seem that posters appearing on the walls and TV monitors at Rikers Island reminding officers to exercise restraint and good judgment in the use of force are a benign message from management trying to encourage productive behavior.
Instructing officers, “Keep calm and remember egos and UOF don’t mix” is advice it would seem goes without saying. So is, “The penalties are high for an excessive/unnecessary UOF, so don’t let them push your buttons.”
