The first day all 16- and 17-year olds from Rikers Island were moved to Horizon Juvenile Center provided photo opportunities for the Governor and the Mayor, but more than two dozen injured Correction Officers weren’t nearly as pleased with the transfer.
Governor Cuomo, Mayor de Blasio and other elected officials celebrated the implementation of the Raise the Age Act, which increased the age of criminal responsibility from 16 to 18. By Oct. 1, all 16- and 17-year olds in the city’s jails were sent to Horizon Juvenile Center in the Bronx.
